You requested reconsideration of Attorney General Opinion Number 02-0283, wherein this office found that the Louisiana Student Financial Assistance Commission (hereinafter referred to as LASFAC) exceeded its statutory authority by promulgating certain rules to implement the Tuition Opportunity Program for Students (hereinafter referred to as TOPS).
