We respectfully dissent from the majority’s conclusions that the Division of Family Services (DFS) did not modify, cancel, disallow or otherwise affect Terri L. Peyton’s child care benefits and that she did not have the right to appeal the closing of her file. Ms. Peyton appeals the determination of DFS that it was not required to pay after-school child care benefits for her son from March 21, 1996 until October 15, 1996.
