Eight-year old Amy Rowley and her parents have brought this action under The Education for all Handicapped Children Act of 1975 (“the Act”), 20 U.S.C. § 1401 et seq., to review the decision of the New York State Commissioner of Education upholding the denial by the board of education of the Hendrick Hudson Central School District of their request that Amy, who is deaf, be provided with the services of a sign language interpreter in the classroom. 1 A hearing was held before this court on September 26, 27, 28 and October 4, 1979 on plaintiffs’…
