FAY, Chief Justice.

These consolidated petitions came before the Supreme Court on a petition for certio-rari filed by Aurelio Garcia (Garcia) to review a final decree of the Workers’ Compensation Appellate Division (appellate division).1 The appellate division upheld a decision of the trial judge denying Garcia workers’ compensation benefits. For the reasons set forth herein, we reverse the decision of the appellate division affirming the trial judge.
