In this bid protest case, Ocean Ships, Inc. (“plaintiff” or “OSI”) challenges the decision by the Navy’s Military Sealift Command (“MSC”) Prepositioning Program 1 to award a small business set-aside contract for the operation and maintenance of eight large government-owned sea vessels to Patriot Contract Services LLC (“Patriot” or “the defendant-intervenor”).
