This is an appeal from an August 30, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) which denied entitlement to an increased rating for post-traumatic stress disorder (PTSD), currently evaluated as 50% disabling. The appellant contends that the Board’s decision should be reversed. The Secretary has filed a motion to vacate the Board decision and remand the matter to the Board for readjudication. This appeal is timely and the Court has jurisdiction pursuant to 38 U.S.C. § 7252(a). For the reasons that follow, the Court will vacate the decision of the BVA and remand the…
