Dear Representative Buchanan:

This is in response to your request for an opinion regarding the statutory procedure for incorporation of municipalities. A.C.A. §14-38-101 et seq. (Repl. 1998). You have submitted correspondence from a constituent questioning the constitutionality of these provisions under the so-called "one man, one vote" rule.
