The single question in this case is the validity of Ordinance No. 5.5 of the Mayor and City Council of Baltimore, approved December 20th, 1915, which is. as follow's:
“An ordinance to add a new section to Article 36 of the Baltimore City Code of 1905, to be known as Sec tion 2-A, defining the duties of the Commissioners of Street Cleaning with reference to the collection and removal of ashes, and repealing all inconsistent ordinances.
