Complainants, Northern Virginia Community Hospital, L.L.C. (NVHC), and Women’s Hospital, Indianapolis, L.P., have filed an action for declaratory, injunctive, and other relief pursuant to 42 U.S.C. § 1983 arising out of the denial by the Loudoun County Board of Supervisors of certain land use applications that would allow the construction of anew acute care hospital in the County.
