Appeal from a judgment of the Supreme Court at Special Term, entered July 15, 1977 in Chemung County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, seeking, inter alia, reinstatement to the position of Education Analyst at the Elmira Correctional and Reception Facility. In 1973, while holding a civil service appointment, petitioner took a promotional examination.
