Plaintiffs bring this putative class action pursuant to the Aien Tort Statute (“ATS”) and the Torture Victim Protection Act (“TVPA”), 28 U.S.C. § 1350 and Note, against Avraham Dicther (“Defendant” or “Dichter”), former Director of the Israeli General Security Service (“GSS”).
