MEMORANDUM OPINION AND ORDER

CONTIE, District Judge.

On June 3, 1974, nine named students of the Youngstown, Ohio public school system and their parents initiated this action, pursuant to 42 U.S.C. §§ 1981, 1983-1988, and 2000d, to redress the alleged deprivation under color of law of rights guaranteed by the Thirteenth and Fourteenth Amendments to the United States Constitution. 1 Plaintiffs named as defendants the Youngstown Board of Education and its individual members, the Superintendent. of the Youngstown City School District, the Governor of the State of Ohio, the Attorney General of the…
