MEMORANDUM OPINION AND ORDER

CIRE, District Judge.

This is an action for permanent injunc-tive relief against the enforcement of Houston City Ordinances 80-351, 80-945, and 80-984, hereinafter collectively referred to as the ordinance or the sign ordinance. Plaintiffs challenge the constitutionality of the ordinance on First, Fifth, and Fourteenth Amendment grounds and also on the basis of Article I, Section 10 of the United States Constitution.
