The matter before this Court is a motion entitled “Notice Of Motion For Order Determining Legality And Amount of Assessment Of Internal Revenue Service And For Other Relief” filed on February 21, 1989 on behalf of the debtor, Howard E. Davidson, (“Debtor”).
