On May 29,1996, the Window Rock Family Court entered an order of contempt against T.M.’s (“the Appellant”) natural mother, placed legal custody of the Appellant in the Navajo Nation Division of Social Services, and awarded primary physical custody of the Appellant to the father.1 The court took these *83actions because of the mother’s failure to comply with prior court orders.
