Pittsburgh Water and Sewer Authority (“PWSA”) is an authority created pursuant to the municipality authorities act of 1945, as *204amended, 53 P.S. §301 et seq.1 PWSA provides water and sewer services to approximately 113,000 households within the city of Pittsburgh.
