At the session of 1913, the legislature passed an act entitled, “Am act to provide for the exercise by the State of its option, to' call in and pay the whole or any part of the Brown Bonds and Stocks, issued under an act entitled ‘An act to provide for the redemption of that portion of the State debt known as the Brown Con-sol Bonds and Stocks, by the issue of other bonds and stocks,’ approved December 33, A.
