Plaintiffs, Center for Biological Diversity, Northwoods Wilderness Recovery, and Superior Wilderness Action Network, have sued Defendants, Robert Lueckel, Ottawa National Forest Supervisor, Thomas A. Schmidt, Hiawatha National Forest Supervisor, and Ann M. Venneman, United States Secretary of Agriculture, pursuant to the Administrative Procedures Act (“APA”), 5 U.S.C. §§ 701 to 706.
