HORNBY, Justice.

This case requires us to canvass a variety of evidentiary and other issues that arose in the course of a twenty-day perjury trial.

Fred H. Vahlsing, Jr. is the president of Vahlsing, Inc. The Department of Environmental Protection (DEP) charged Vahls-ing, Inc. with illegally storing hazardous wastes. At a hearing on the charge, the Board of Environmental Protection (BEP) permitted Vahlsing, Inc. to appear through its president (Vahlsing) rather than legal counsel.
