Plaintiff, the Chicago Alliance for Neighborhood Safety (CANS), brought this six-count complaint against defendants the City of Chicago (City) and the Chicago police department (Department) seeking equitable relief under the Illinois Freedom of Information Act (FOIA or the Act) (5 ILCS 140/1 et seq. (West 2000)).
