SUMMARY

This is the second appeal in a dispute among several outdoor advertising companies and the City of Los Angeles over certain billboards with digital displays. In the first appeal, we affirmed the trial court’s finding that a settlement agreement between two of the companies and the city, allowing the companies to digitize many of their existing billboards, was illegal and void, because a municipal ordinance expressly prohibited “ ‘alterations or enlargements’ ” of such signs.
