These are consolidated appeals by Dykes M. Young from (1) a circuit court order dismissing with prejudice appellant’s complaint for declaratory relief (case BR-471); and (2) an order of the Division of Retirement, Department of Administration, finding that appellant is entitled only to the return of accumulated contributions from the state employee retirement account of appellant’s deceased mother, Nancy A.
