The petitioner alleges that on the 31st of December, 1886, he was passed assistant paymaster in the Navy, having been commissioned as such on the 2d day of November, 1875; that on the ñrst-mentioned date, in obedience to an order issued from the Navy Department, he reported on board the U. S. S.
