MEMORANDUM OF DECISION AND ORDER

Rajin Charles (the “petitioner”) petitions this Court for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. For the reasons set forth below, the petition is denied.

I. BACKGROUND
