In May 1979, the Civil Rights Division of the Arizona Department of Law (Division) filed a complaint in superior court pursuant to A.R.S. § 41-1481(D) (Supp.Pamph.1984), the Arizona Civil Rights Act, seeking to enjoin the Amphitheater Unified School District No. 10 (District) from engaging in the practice of combining academic teaching and football coaching addendum contracts for initial hiring purposes.
