OPINION & ORDER Manuel Tyrone Miles awoke to a fire in his cell at the Indiana State Prison. Within a few minutes, Sergeant Walter Taylor and Correctional Officer Cassandra Andrews arrived at the cell, though by that time Mr. Miles had already put out the fire.
