The appellee, Mills, filed a bill in the chancery court against Amite county to recover an amount he claimed the county was due him under a road construction contract. The county answered, denying the material allegations of the bill. Later Mills filed an amended bill by which he sought to recover from the county on a quantum meruit basis for the work done.
