For more than a decade, appellant has repeatedly, and unsuccessfully, sought permanent employment in the competitive federal civil service. With each new application, the Office of Personnel Management (“OPM”), in its assigned role as the central personnel record keeping agency for the government, investigated and augmented appellant’s personnel record.
