Defendant, John Wayne Cornelius, was charged by indictment in the circuit court of Champaign County with one count of unlawful failure to register as a sex offender in the City of Champaign, within 10 days of establishing residence there, in violation of section 3(b) of the Sex Offender Registration Act (Registration Act) (730 ILCS 150/3(b) (West 2002)).
