Plaintiff Omnicare, Inc., is the nation’s largest institutional pharmacy — that is, a provider of pharmacy services to persons in health care institutions. UnitedHealth Group (“UnitedHealth”) and PacifiCare Health Systems, Inc. (“PacifiCare”) are health insurers who provide prescription drug coverage to senior citizens under the Medicare “Part D” program.
