On the 24th day of October, 1946, Richard Paul Burks, a minor child, was placed in the home of Vyola McKinney, who resides at 110 York Street, Lexington, Kentucky, under what is called by the Department of Welfare a boarding home agreement, wherein and whereby the Department of Welfare pays a stipulated boarding price. On the 22d day of May, 1947, Vyola McKinney refused to surrender the child to the Division of Child Welfare.
