HUITINK, Judge.
David Ramirez appeals the district court’s adverse judgment dismissing his employment discrimination suit against the Iowa Department of Transportation (DOT).
Ramirez is Hispanic. He was at all times material to this action employed by the DOT as an engineering aid in Waterloo. Ramirez was first hired on an emergency basis in 1984. He was permanently hired as an Engineering Aid 1 in August of 1985. In November of 1985 Ramirez was promoted to Engineering Aid 2.
