This appeal arises out of an action under the Sherman Act alleging a conspiracy to restrain trade and monopolize the thriving United States market for oriental rugs. 1 It requires us to determine, among other things, whether the Foreign Trade Antitrust Improvements Act (“FTAIA” or “the Act”), 15 U.S.C. § 6, divested the District Court of subject matter jurisdiction over this action.
