Defendant-appellant Lloyd Arthurs was convicted of possessing with the intent to distribute approximately two kilograms of cocaine in violation of 21 U.S.C. § 841(a)(1), and importing cocaine into the customs territory of the United States from a place outside thereof, in violation of 21 U.S.C. § 952(a). 1 He was sentenced to sixty-three months of imprisonment, four years of supervised release, and a $100 fine.
