Jasper Buchanan, proceeding without counsel, filed a complaint against the Surgeon General of the United States, the president of the American Medical Association (“AMA”), and the heads of two tobacco companies. Buchanan, who is incarcerated in South Carolina, alleged that the Surgeon General and the president of the AMA “deliberately neglected” their duties.to protect him from health risks associated with the tobacco companies’ products.
