At the annual town election in the town of Bowdre, in Douglas county, in 1912, the proposition to levy a tax of one dollar on each $100 assessed valuation of the taxable property in the town for a period of five years for the construction and maintenance of rock roads was submitted to the voters and was carried. Thereafter the commissioners of highways and one hundred freeholders of the town petitioned the supervisor to call a special election for the purpose of submitting to the voters of the town the proposition of borrowing $35,000 to construct and maintain rock roads in the town and to…
