The Government here appeals from a judgment of the United States Customs Court, Second Division, sustaining protests of the importers *219in suits brought by them to recover certain duties assessed and col* lected by the Collector of Customs at the port of New York upon merchandise consisting of napkins, doilies, bureau scarfs, tablecloths, and the like, made of flax. The importations were made while the Tariff Act of 1922 was in effect and are governed by that act.
