The Department of Transportation, Bureau of Driver Licensing (Department) appeals from an order of the Court of *142Common Pleas of Allegheny County (common pleas court) that sustained the appeals of Stephen T. Hruska, Jr., John Michael Cervenak, Travis W. McDonough, Michael Eiseman and Sean P. McDonough (collectively, Appellees) from notices of suspension of their driver’s operating privileges and imposed costs and counsel fees on the Department.
