The United States appeals from two orders entered by the United States District Court for the Southern District of New York dismissing counts one and two of the indictment charging Galo R. Velas-tegui and, GMJ Travel & Shipping Corporation (“GMJ”) (collectively “Defendants”) 1 with engaging in an unlawful money transmitting business.
