Appellant Employment Security Depart-
ment (Department) appeals from a superior court decision reversing a determination of the Commissioner of Employment Security that muses associated with Cascade Nursing Services were not independent contractors under RCW 50.04-.140. Cascade Nursing Services cross-appeals. We affirm.
