The petitioner herein and defendant/third-party plaintiff below, David Earl Bowyer (“Mr, Bowyer”), appeals from an order entered October 18, 2016, by the Circuit Court of Doddridge County. By that order, the circuit court denied Mr. Bowyer’s motion to amend his third-party complaint and granted partial summary judgment to the respondent herein and plaintiff/third-party defendant below, Deborah L.
