February 18, 1910, the Legislature passed an act providing for the creation and management of what was designated the “Public Building Fund.” Chapter 16, Sess. Laws 1910, pp. 21-25. Said act- was by act of the Legislature amended March 15, 1911 (Sess. Laws 1910-11, pp. 194-199).
