The plaintiff union (Local 509) has appealed, pursuant to G. L. c. 150E, § 11 (1988 ed.), from a decision of the Labor Relations Commission (commission) that dismissed a complaint charging the Commonwealth as an employer with engaging in prohibited practices defined in G. L. c. 150E, § 10 (a).
