Plaintiff appeals the true cash value of its property for the years 1987 through 1990. The property’s unusual background merits discussion.

The subject property is a portion of a large cattle ranch in Eastern Oregon known for many years as the Big Muddy. Only 19,185 of the Big Muddy’s 64,178 acres are in Wasco County; the remaining acreage is in Jefferson County. For over 100 years the Big Muddy was a cattle ranch.
