The consolidated appeals in these cases arise out of a dispute between a landlord, Edward E. Zuker, trustee of the Hancock Village Realty Trust (landlord); about 130 of his tenants, including the named plaintiff, Ruth Anderson, and others (tenants); and the rent control board of Brookline (board).
