BACKGROUND
Plaintiff Jolly Manoj Caplash ("Plaintiff") commenced this litigation on December 29, 2015, and requested that this Court set aside the denial and subsequent refusals to reopen Plaintiff's Form I-130 family-based immigration petition (the "Petition") filed on behalf of his brother with the United States Citizenship and Immigration Service (the "USCIS").
