Emmet Clarie, Judge, dismissing with prejudice his action brought under the federal civil rights laws, 42 U.S.C. §§ 1983, 1985, 1986 (1982), and the False Claims Act, 31 U.S.C. §§ 3729-31 (1982 & Supp. V 1987), on grounds that Minotti failed to *102comply adequately with discovery orders.
