Lest others may be unjustly criticised for my shortcoming, I want to say that I am solely responsible for the delay in the filing of the decision of the Court in this case. The opinion of the Chief Justice was prepared before the case was heard by the Court en Banc. The opinion of Mr. Justice Fraser was prepared and sent to me within a few weeks thereafter.
