You have asked this office to advise when an investigation begins under the police officer's bill of rights, R.S. 40:2531, and under the statutes governing fire employee's rights, R.S. 33:2181, et seq. The cited statutes pertain to the rights of law enforcement officers and fire employees under investigation; these statutes pertinently provide in R.S. 40:2531 and R.S. 33:2186:
