STATEMENT OF THE CASE

In this appeal we are asked to interpret a Trust Indenture for revenue bonds issued by the Evansville-Vanderburgh County Building Authority (“Authority”) for construction of the Civic Center Complex in Evansville. The National City Bank of Evansville, as Trustee, filed a complaint for interpleader and class action for declaratory judgment naming the Authority and the bondholders as defendants.
